François Hollande s'est engagé à fermer la centrale nucléaire de Fessenheim (Haut-Rhin) d'ici le terme de son quinquennat

La finalité est de « relancer une dynamique et de franchir une étape vers un nouveau modèle de développement ».

Peu connue du grand public, mais proche du nouveau chef de l’État depuis plusieurs années, Nicole Bricq se sait attendue au tournant. Avec la crise, et même si nombre d’engagements de l’ancienne législature ont été tenus, les considérations environnementales ont en effet « réduit à la cuisson » dans la seconde partie du précédent quinquennat, comme en a témoigné, pour ne citer que cet exemple-là, la réduction des prérogatives du ministère de l’Écologie à compter du remaniement, fin 2010. Qualifiée de « spécialiste de la fiscalité écologique et de la transposition de la directive sur le marché du gaz » par le directeur général du WWF Serge Orru, la successeur de Nathalie Kosciusko-Morizet a hérité d’un ministère qui a vu l’énergie revenir dans son giron [le logement faisant quant à lui partie du périmètre de celui de l'Égalité des territoires, attribué à l'ex-Secrétaire générale d'Europe Écologie-Les Verts (EELV) Cécile Duflot ].

Elle dispose à ce titre d’un certain pouvoir – ou d’un pouvoir certain – et a l’obligation morale de ne pas décevoir les associations de protection de la nature, pour le moins amères devant la tournure qu’a pris le Grenelle de l’environnement. « La force propulsive (de ce dernier) » s’est selon elle « épuisée » et il faut à présent « mettre en place la transition écologique » chère à François Hollande, lequel l’a évoquée à de nombreuses reprises durant ses discours de campagne. Et Mme Bricq d’insister devant les membres du Comité national du développement durable et du Grenelle de l’environnement (CNDDGE), auxquels elle a présenté sa feuille de router hier, sur l’identification « des leviers d’action, notamment dans le domaine de l’énergie ».

« Pour y parvenir,  il nous faut échanger, débattre, confronter nos points de vue. Mon ambition – et c’est le souhait du président de la République – est de placer le dialogue environnemental au même niveau que le dialogue social », a-t-elle déclaré, confirmant en outre l’organisation d’une grande conférence dès le mois prochain. Un « rendez-vous de haut niveau qui réunira les acteurs du CNDDGE, inclura les parlementaires et permettra d’identifier pour les prochains mois les axes de travail prioritaires ainsi que les modes de concertation associés », a résumé le ministère de l’Écologie dans son communiqué de presse.

« Les collectivités locales ont un rôle majeur à jouer dans chacun de leur territoire pour le développement de cette transition écologique. Rien n’est possible sans elles. C’est pour cette raison que j’ai souhaité qu’elles soient représentées au sein de la délégation française qui se rendra à Rio+20 », a également précisé Mme Bricq, qui d’une manière générale escompte « accélérer l’ancrage du développement durable dans les territoires et s’appuyer sur les multiples initiatives développées à l’échelle territoriale ».

Changement de majorité et changement de style donc, avec l’ambition, dans un contexte économique d’une extraordinaire difficulté, de faire prospérer le vert dans le fruit. Interrogée par nos confrères du Monde, la ministre a estimé que, précisément, « la crise peut être une occasion de changer » et a affirmé – la trouvaille devrait faire florès – vouloir « porter la “social-écologie” ». Dans son esprit, la transition écologique qu’elle va devoir impulser ne saurait en effet « se faire sur le dos des pauvres et des modestes ». Aussi conviendra-t-il, pour chaque mesure, de « vérifier l’acceptabilité sociale », de sorte à ce que tout le monde puisse en profiter.

« Ma première décision sera d’élargir aux parlementaires la concertation menée à cinq », a de surcroît indiqué Mme Bricq, pour qui le débat sur la transition énergétique promis par M. Hollande « doit être lancé dès l’automne. De manière à pouvoir le conclure au premier semestre 2013 puis, dans la foulée, voter une loi de programmation sur l’énergie ».

Favorable contrairement à son prédécesseur à la fermeture de la centrale nucléaire de Fessenheim (Haut-Rhin), supposée être actée d’ici 2017, le nouveau gouvernement devra bien entendu réfléchir à la reconversion du site. « D’autres collègues seront associés » au processus, a fait savoir la ministre de l’Écologie, qui n’a pas non plus manqué l’occasion d’égratigner l’ex-administration au sujet du secteur photovoltaïque, il est vrai mal en point, lui reprochant d’avoir encouragé l’énergie solaire « grâce à des niches fiscales, sans se préoccuper de l’existence d’une filière industrielle en amont ».

« Le grand emprunt et les investissements d’avenir peuvent contribuer (à la structurer) », a-t-elle souligné, regrettant également le fait qu’en ce qui concerne les gaz de schiste, les troupes de Nicolas Sarkozy se soient bornées à une loi portant sur la seule fracturation hydraulique. Jugé « obsolète », le code minier doit de facto être à ses yeux « remis à plat, en intégrant les questions environnementales ». La totalité des permis alloués, en cours d’instruction ou demandés serait par ailleurs rendue publique afin que chacun puisse y voir clair.

Tout n’oppose cependant pas l’actuel gouvernement de l’ancien dans la mesure où ni l’un ni l’autre n’a fermé la porte à une exploitation des hydrocarbures de roche-mère sur le territoire national, pour peu que celle-ci soit attestée « propre ». L’hostilité aux OGM dépasse elle aussi les clivages. Quant à la création de l’organisation mondiale de l’environnement, « dont la planète manque cruellement » et qui s’apparente aujourd’hui à un serpent de mer, elle est un objectif de Mme Bricq tout comme elle en fut un de « NKM ».

Il y a donc tout de même un peu de continuité dans le changement…
