L'exploitation pétrolière en Arctique pourrait être un calvaire pour la biodiversité
Réchauffement climatique oblige, le trafic maritime devrait fortement augmenter dans l'océan Arctique au cours des années à venir

Le pétrole commence à manquer, d’où une augmentation quasi-constante des prix du carburant et l’insistance – justifiée – de nombreux spécialistes à favoriser le développement des énergies renouvelables. Le réchauffement climatique ouvre cependant de nouvelles perspectives aux compagnies pétrolières, qui pour les plus prospères d’entre elles ont les yeux rivés sur le Grand Nord. Là-bas, la calotte glaciaire ne cesse en effet de s’éroder et d’immenses réserves d’hydrocarbures devraient être exploitées dans les années à venir.

Le puissant microcosme de l’or noir est en ébullition. Il est l’un des rares à se frotter les mains devant la hausse du thermomètre mondial, qui constitue pour lui une chance inespérée, à une époque où la raréfaction des ressources pétrolières est sur toutes les lèvres et a amené certains décideurs à reconsidérer leurs orientations énergétiques en sa défaveur. Ceux-là ne sont pas les seuls à chercher à « assurer leurs arrières ».

Shell – qui n’a rien trouvé de mieux que des chiens-renifleur pour débusquer le pétrole enfoui sous la glace de l’Arctique -, Total, quoique n’en ayant pas encore fini avec la fuite de gaz qui s’est déclenchée sur la plate-forme Elgin le 25 mars dernier, et le groupe britannique Cairn Energy, récemment pris pour cible par Greenpeace, veulent eux aussi prendre les devants, c’est-à-dire jouer les premiers rôles dans l’exploitation des ressources pétrolières du Grand Nord. Encore très marqués par l’explosion de la plate-forme Deepwater Horizon dans le Golfe du Mexique en avril 2010, qui a provoqué un désastre écologique sans précédent dans l’histoire des États-Unis, les écologistes s’inquiètent de la frénésie ambiante. À leurs yeux, toutes les conditions ne sont en effet pas réunies pour que l’écosystème, déjà fragile et d’autant plus vulnérable que le changement climatique le concerne au tout premier chef, puisse s’accommoder d’une telle (r)évolution.

Malgré leurs allégations évidemment rassurantes, les responsables des sociétés pétrolières concernées peuvent-ils certifier que l’exploration et a fortiori l’exploitation se fera sans dommages environnementaux ? Les normes de sécurité seront-elles assez strictes ? Seront-elles vraiment respectées ou les pouvoirs publics, par l’odeur alléchée des pétrodollars venus du froid, se montreront-ils moins sourcilleux qu’il convient de l’être dans l’intérêt de la planète ? Quel impact aurait une marée noire sur la biodiversité ?

Conseillère politique en chef de Greenpeace, Ruth Davis, citée par nos confrères du Guardian, dénonçait en janvier dernier l’attitude du secteur, qui ferait « tout ce qu’il peut pour éviter de discuter de la sécurité des forages, effectués dans des conditions des plus inhospitalières, de surcroît dans des endroits où un déversement de pétrole dévasterait la faune et serait presque impossible à nettoyer ». Responsable du Green party britannique dont les propos ont également été repris par le quotidien d’outre-Manche, Caroline Lucas estimait pour sa part du devoir de Londres d’initier un moratoire « sur les forages menés en Arctique par des entreprises enregistrées en Grande-Bretagne », mais n’a jusqu’ici pas été entendue… Les défenseurs de l’environnement n’ont cependant pas l’apanage des craintes.

La Lloyd’s veut des garanties

Ô combien légitime sur ce dossier, la Lloyd’s évalue à cent milliards de dollars (environ cent vingt et un millions d’euros) les investissements du secteur pétrolier dans la zone Arctique à l’horizon 2020. Une somme faramineuse qui sous-entend une activité dense et de fait une multiplication des risques de pollution. Surtout, le nettoyage de tout déversement d’hydrocarbures dans la région, en particulier dans des zones recouvertes de glace, se heurterait de son point de vue à « des contraintes multiples ». « Le risque est unique et difficile à gérer », résume la Lloyd’s, citée par le Guardian et co-auteure d’un rapport dans lequel elle s’inquiète notamment que l’avenir énergétique de l’Arctique soit traité en haut lieu deux ans à peine après le cataclysme Deepwater Horizon.

Abritant d’importants gisements, le Canada, le Groenland et la Russie sont a priori disposés à « s’offrir » – reste à savoir quand et dans quelle mesure – aux grands groupes pétroliers. À l’intérieur du cercle polaire, sous l’impulsion du célèbre milliardaire Lakshmi Mittal, une mine à ciel ouvert pourrait également être inaugurée dans le but d’extraire jusqu’à… dix-sept milliards d’euros de minerais de fer, rapporte le Guardian.

Un autre projet susceptible d’attenter à la biodiversité locale, laquelle, d’une façon générale, menace d’être fortement perturbée par l’activité économique, assure la Lloyd’s, qui redoute en particulier des modifications graves des schémas de migrations des caribous et des baleines. Rejets de polluants directement dans les eaux, construction de pipelines, de nouvelles infrastructures routières et de nouvelles installations minières, pétrolières et industrielles, augmentation du trafic maritime et regain probable de l’activité sismique pourraient bientôt être le triste lot d’un écosystème qui, répétons-le, pâtit déjà de la hausse des températures. Du point de vue juridique, la mosaïque de réglementations amène des interrogations. La façon dont le pétrole se dégrade dans l’Arctique, elle, reste une inconnue. À cet égard, il est selon la Lloyd’s capital de tenter de combler les lacunes scientifiques actuelles, criantes, et de mieux gérer les risques via des investissements conséquents dans la recherche. « À grand échelle, les entreprises doivent réaliser des exercices à partir des pires scénarios de catastrophe environnementale », précise-t-elle.

Il est certes des cas comme celui-ci où le principe de précaution se doit d’être scrupuleusement appliqué. Sans quoi tout le monde paiera la note.
