Les belles perspectives de l’éolien offshore

Les métiers liés à la filière de l'éolien offshore ont a priori de beaux jours devant eux
De nombreux postes pérennes seront créés ces prochaines années dans les régions concernées.
On le sait, le chantier de l’éolien offshore est désormais bien en marche. Lancé l’an dernier, le premier appel d’offres gouvernemental a rendu son verdict peu avant l’élection présidentielle. Grande gagnante, la doublette EDF-Alstom a été désignée pour trois des quatre sites finalement mis en jeu. Autre fleuron national de l’énergie, le groupe Areva n’a par voie de conséquence réussi qu’à éviter le zéro pointé, mais il aura l’opportunité de faire mieux avec le lancement d’un deuxième appel d’offres, vraisemblablement dans les prochaines semaines. Fixé dans le cadre du Grenelle de l’environnement, l’objectif est d’obtenir une capacité de production d’électricité de six mille mégawatts (MW) à l’horizon 2020.
Une dizaine de milliers d’emplois directs et indirects devraient pour ce faire être créés et pérennisés par les consortiums vainqueurs, rappellent nos confrères de Cleantechrepublic.com, selon lesquels cette estimation optimiste s’explique « notamment par la complexité de l’éolien en mer ». « À puissance installée égale, il faut six fois plus d’ETP (Équivalents temps plein) que dans l’éolien terrestre pour construire puis exploiter des éoliennes offshore », précise Elodie Perret, responsable des filières éolienne et énergies marines au sein du SER (Syndicat des énergies renouvelables) citée par Cleantechrepublic.com.
Et le directeur de la Maison de l’emploi et de la formation (MEF) du Cotentin (Manche) Yannick Guilbert de renchérir : « Rien que pour le site de Courseulles-sur-Mer (Calvados), environ huit millions d’heures de travail seront nécessaires sur vingt-cinq ans, dont la moitié pour la phase d’exploitation, 40 % pour la construction et le reste pour la conception en amont ainsi que le démantèlement ». Plusieurs économies régionales seront donc sensiblement dynamisées et il semblerait que les industriels soient déjà à pied d’oeuvre.
Des emplois directs et induits pour la protection de l’environnement
« Il faut encore ajouter les emplois créés par les deux usines de construction de mats et pâles qu’Alstom implantera à Cherbourg (Manche), soit environ cinq cents emplois directs et quatre mille emplois induits », souligne par ailleurs Cleantechrepublic.com, reprenant l’estimation de l’entreprise. En amont, des organismes de formation [dont l'ENSAM à Angers (Maine-et-Loire) et l'École navale de Brest (Finistère)] proposent à présent des cursus adaptés. La MEF du Cotentin, elle, publiera en septembre prochain un « Annuaire des métiers et formations pour la filière des éoliennes offshore », étant entendu que « la grande majorité existe déjà et concerne des postes de niveau ouvrier ou technicien spécialisé », résume M. Guilbert.
Il reste que des perspectives encourageantes s’ouvrent pour les secteurs du génie civil, du formage et de l’assemblage des métaux, de l’électronique, de l’électrotechnique ainsi que pour celui de la maintenance. De par les contraintes techniques différentes, l’éolien offshore suppose des compétences particulières. La filière ayant vocation à s’exporter, le personnel devra enfin « parler couramment anglais », détaille M. Guilbert. Le développement des énergies renouvelables et la protection de l’environnement renforcée qu’il induit le valent bien…
