En Algérie, les pouvoirs publics plébiscitent les gaz de schiste
Les premiers forages expérimentaux en vue d'évaluer le potentiel algérien en matière de gaz de schiste débuteront avant la fin de l'année

Le potentiel d’hydrocarbures de roche-mère du pays est considérable

La France ne désespère pas de pouvoir les extraire sans trop de dommages pour la planète. Tant et si bien qu’au grand désappointement des écologistes, qui sur ce dossier soutiennent depuis le départ le principe de précaution environnemental et sanitaire, les socialistes se refusent à tirer un trait définitif sur l’exploitation des gaz de schiste dans nos frontières. Le Premier ministre lui-même l’a dit, confirmant ainsi les allégations du ministre du Redressement productif Arnaud Montebourg. Un comble quand on sait que Jean-Marc Ayrault, alors député-maire de Nantes (Loire-Atlantique), s’était montré particulièrement incisif sur les bancs de l’Assemblée Nationale l’an passé au moment de l’adoption de la loi Jacob, jugeant insuffisante la seule interdiction de la fracturation hydraulique.

Les autorités européennes, elles, plaident pour un encadrement strict des conditions d’exploitation. De son côté, la Pologne, qui selon les experts dispose il est vrai du premier potentiel d’hydrocarbures de roche-mère du Vieux Continent, a pris les devants. Les premiers résultats des prospections menées dans le pays n’ont cependant pas été à la hauteur des espérances des pouvoirs publics et des groupes pétroliers.

Dans le pire des cas, tout porte à croire que ces derniers pourraient se rabattre sur l’Algérie, qui abrite elle aussi des hydrocarbures non-conventionnels en très grandes quantités. Au-delà des contraintes financières et écologiques, leur exploration et in fine leur exploitation a en effet été qualifiée d’« option sérieuse » par Ali Hached, conseiller du ministre de l’Énergie et des Mines Youcef Yousfi, rapportent nos confrères de l’AFP.

Malgré l’absence de garanties en matière de protection de l’environnement…

Promis à devenir une cible privilégiée des associations de protection de l’environnement, celui-ci avait déjà donné le ton le mois dernier, déclarant que l’Algérie disposerait de réserves estimées à six cents trillions de mètres cube de gaz de schiste après études sur cent quatre-vingt mille kilomètres carrés de terrain. Un chiffre qui doit certes être confirmé, mais qui n’en est pas moins impressionnant. À titre de comparaison, il représente même quatre fois les réserves conventionnelles actuelles du pays, par ailleurs déjà important producteur de gaz (NDLR : Il fournit 10 % du marché européen) et de pétrole.

Si le gouvernement ne négligera pas les énergies renouvelables, comme en témoigne notamment sa participation au superprojet Desertec, force est de reconnaître qu’elles ne sont pas sa priorité énergétique. Le groupe pétrolier national Sonatrach, qui en avril 2011 avait signé un premier accord avec le géant de l’or noir italien ENI en vue d’extraire une partie du gaz de schiste algérien, a quant à lui de quoi venir.

En juin dernier, un premier puits a ainsi été foré dans le bassin d’Ahnet (sud-ouest) avec le concours de l’entreprise anglo-néerlandaise Shell. De même, les premiers forages expérimentaux afin d’évaluer le potentiel national devraient avoir lieu avant la fin de l’année, a indiqué M. Hached en marge d’un forum sur la politique énergétique de l’Algérie.

Celle-ci n’est pas prête de consacrer les technologies propres. À l’heure où nous écrivons ces lignes, les énergies fossiles ont d’immenses longueurs d’avance. Elles creuseront encore l’écart si Alger va au bout de sa logique.
