Descriptif général :
La Sea Shepherd Conservation Society (SSCS) est une organisation non-gouvernementale entièrement dédiée à la protection des océans et de ses espèces. Basée aux Etats-Unis, à Friday Harbor (État de Washington), elle a été fondée en 1977 par Paul Watson.
Cet écologiste canadien est l’un des treize membres fondateurs de Greenpeace mais a choisi de quitter cette association, qu’il trouvait trop modérée, peu avant de créer sa propre organisation de défense de l’environnement.
Par ailleurs correspondant de l’association Defenders of Wildlife entre 1976 et 1980 et représentant de Fund for Animals de 1978 à 1981, Paul Watson fait aujourd’hui partie des détracteurs les plus zélés de Greenpeace, dont l’action est à ses yeux inefficace et à qui il reproche son crédo de non-violence. À la différence de Greenpeace et de la plupart des autres organisations environnementales, Sea Shepherd prône en effet des actions violentes, parfois à la limite de la légalité, contre les bateaux de pêche en infraction (ou dont elle estime qu’ils le sont).
Elles consistent essentiellement en des manoeuvres d’intimidation, des éperonnages, des abordages en pleine mer (avec notamment des attaques au canon à eau pour intimider lesdits navires) voire des sabotages sur des bâtiments à quai. En ce qui concerne les activités de pêche autorisées qu’elle combat, l’organisation en reste à des actions de protestation plus conventionnelles et à des conférences de presse.
Missions :
Le pavillon de l’association, très similaire au drapeau des pirates (voir ci-dessus), a largement contribué à alimenter le flux des accusations de piraterie ou d’ « éco-terrorisme » de ses détracteurs. Reste qu’en plus de trente ans, et malgré de nombreuses controverses – la dernière date de janvier dernier, lorsque l’un des bateaux de l’association, l’Ady Gil (NDLR : Un trimaran qui fonctionnait au biocarburant), a coulé après avoir été heurté par un baleinier nippon – , Sea Shepherd n’est à l’origine d’aucune mort ni d’aucune blessure grave, que ce soit parmi ses membres ou parmi les pêcheurs. Cette absence de conséquences dramatiques à ses initiatives explique en partie pourquoi les actions judiciaires dont elle a été la cible n’ont jamais abouti.
Ainsi que son slogan l’indique (« Defending Oceans Wildlife and Habitats Worlwide »), l’association lutte pour la sauvegarde de la biodiversité marine. Elle est en particulier engagée contre la pêche à la baleine et aux requins, l’abattage des dauphins au Japon et des phoques au Canada, en plus de militer pour la protection des îles Galapagos. Sea Shepherd collabore même avec la Réserve des ressources marines (créée en 1986) sur un programme de préservation des espèces de l’archipel et notamment de ses tortues.
Soutenue entre autres par les acteurs Pierce Brosnan, Richard Dean Anderson, Sean Penn et Martin Sheen, la SSCS compte aujourd’hui environ trente-cinq mille membres à travers le monde. Depuis son premier succès majeur, le naufrage du Sierra, un baleinier pirate coulé dans le port de Lisbonne en 1979, elle a mené plus de cent soixante missions en haute mer, toutes fondées sur la Charte mondiale pour la Nature des Nations Unies. L’association rappelle à cet égard que les sections 21 à 24 de ce document adopté par l’Assemblée générale des Nations Unies le 9 novembre 1982 « donne autorité à tout individu, toute organisation, pour faire respecter les règles internationales concernant la conservation de la nature ».
Réalisations (liste non exhaustive) :
En dehors de la manière forte et des actions de protestation traditionnelles, Sea Shepherd s’investit aussi « dans l’éducation du public, dans l’investigation, dans la documentation et dans l’application du droit international concernant la protection des océans, quand cela s’avère approprié et légalement justifié ».
Depuis le naufrage de l’Ady Gil, l’association ne compte plus que quatre bateaux, dont le Steve Irwin - construit en 1975 et qui participera (avec le concours d’avions et peut-être d’hélicoptères) à la campagne contre la pêche au thon rouge qui sera organisée cet été, et le « MV Bob Barker » - acquis après un don de cinq millions de dollars US du producteur et animateur de télévision américain Bob Barker.
La SSCS a déjà travaillé avec l’accord des autorités équatoriennes, indonésiennes et sénégalaises pour lutter contre le braconnage maritime et même en collaboration avec le gouvernement américain. Outre la Charte mondiale pour la nature déjà évoquée, elle « respecte et agit en accord avec les traités, déclarations, conventions et chartes internationales suivantes » (NDLR : liste non-exhaustive) :
- Commission baleinière internationale (CBI)
- Convention sur le commerce international des espèces de faune et de flore sauvage menacées d’extinction (CITES)
- Convention Atlantique nord-ouest sur la pêche (NAFO)
- Commission internationale pour la conservation des thonidés de l’Atlantique
Depuis 1986 et l’instauration par la CBI d’un moratoire sur la pêche commerciale des baleines, « Sea Shepherd a mis fin aux activités de neuf navires baleiniers qui agissaient en toute illégalité » , obtenant notamment « l’arrêt forcé des opérations de la flotte baleinière espagnole ». En 1992, l’organisation a également procédé au sabordage du navire norvégien Nybraenna, qui fut coulé dans son port d’attache. De 2006 à cette année, les opérations « Leviathan », « Migaloo », « Musashi » et « Waltzing Matilda » consistaient quant à elles en des reconnaissances et des actions dissuasives contre les baleiniers nippons en Antarctique.
La SSCS organise aussi des actions pacifiques chaque année contre les massacres de milliers de dauphins, marsouins et autres petits requins qui ont lieu « d’octobre à mars, sur les côtes du Japon [...], dans des villes de pêcheurs ». Des surfeurs et défenseurs de l’environnement forment notamment des cercles de prière en mémoire de ces animaux disparus, auxquels « il faut ajouter [...] plus de cent mille mammifères tués par l’industrie de pêche japonaise ».
Hostile à la chasse commerciale aux phoques menée par le Canada, qui serait « le plus gros massacre de mammifères marins au monde », l’association mène sur ce sujet des campagnes régulières. Il en est de même en ce qui concerne la prolifération des filets de pêche et autres palangres pélagiques dans lesquels sont régulièrement pris au piège des albatros, des requins, des dauphins et des tortues marines. Elle confisque ces palangres depuis 1989 et a pris des lignes qui peuvent aller jusqu’à cent kilomètres de long (!)
Indignée par la pêche intensive aux requins, qui selon ses estimations entraînerait le mort de cent millions de ces poissons chaque année, Sea Shepherd a enfin édité de nombreuses brochures sur ce carnage. Elle insiste notamment sur le caractère barbare de la pratique du shark finning, qui consiste à couper les ailerons des requins avant de les rejeter à la mer (voir « La honte de la pêche aux requins »). En 2008, Rob Stewart a collaboré avec Sea Shepherd pour la réalisation du documentaire Les Seigneurs de la mer (« Sharkwater »), qui montre notamment des images d’une campagne de l’association contre la pêche au requin au large du Costa Rica.
Diffusée sur Discovery Channel depuis novembre 2008, la série Whale Wars retrace quant à elle les trois dernières campagnes menées par SSCS contre la pêche à la baleine.
